Who can live here

Red Cedar Estates is a Low-Income Housing Tax Credit community (Section 42). That is not the same as public housing, and rent is not automatically 30% of your income. Start with the Pierce County numbers, then talk to the office.

Section 42 is not public housing, and it is not only for people with almost no income. Many households who work full time still fit. A household of four can make up to $78,900 a year.

Count everyone who will live in the apartment. Use gross income before taxes for the year. These are 2- and 3-bedroom homes, so the chart stops at six people.

HUD FY 2026 MTSP for Pierce County (Minneapolis–St. Paul–Bloomington metro), effective May 1, 2026. Credit, background, student rules, household size versus bedrooms, and other program rules can still keep a household from qualifying even when income fits.

1. Use this year’s chart

Add up last year’s gross pay for everyone who will live there. If you are under the number for your household size, keep going.

2. Rent is a program rent

Tax-credit rents are set by the program, not sliding with every paycheck. Rents are not posted on this site yet.

3. Apply in order

Fill WHEDA Form 305 and get it to Shannon before you call (715) 629-9787 for a showing. After you see an apartment, do the online credit and background check.
